Work Package WP7 - Capacity building

Objectives:

  1. To reinforce and build capacities in MS for development, implementation, surveillance and evaluation of BPs, including activities are based on assessment of the features of health care system, characteristic of the BP and of the sociocultural context.
  2. To assure policy support and financial mechanisms for implementation of best practices.
  3. To develop and support training programmes, to train the trainers.

Description:

T7.1 Policy developments and financial mechanisms (stakeholders involvement process) (GÖG/NIJZ, All other CA; Implementing organisations) (M8-M16)

For successful sustainable implementation of BP, legislation or other health system’s regulatory framework, sources of financing, other resources, training programmes, surveillance structures and activities, are needed to be developed and enforced. WP7 will, in collaboration with other WPs, build these capacities. WP4, Task 4.1 will provide in-depth analysis of core characteristics of BP, of health system and of the sociocultural context including needs in transferring countries. Based on these outcomes, Task 7.1 will identify relevant stakeholders, organize workshops (in collaboration with WP6) and facilitate policy process. Policy process shall result in regulatory background (i.e. documents such as laws or bylaws or regulations) for implementation of BP(s), including contents, resources for provision, training and continuous support, surveillance and evaluation. Besides, financial mechanisms in transferring countries will be identified and plan of actions will be prepared, aimed at sustainable financing of BP(s). Framework for these activities will be provided through WP6, Task 6.2. Task 7.1 is country/region specific and will be performed in every transferring country/region. Task 7.1 contributes to WP4, Tasks 4.3 and 4.4.

T7.2 Development and provision of training programmes (NIJZ, CAs, Implementing organisations) (M10-M22)

This task will facilitate and support CAs and/or their AEs involved in the implementation of BP(s) to develope and provide training programmes for professional teams at adopters’ places. Training activities will be organized in 3 steps:

  • Development of training programme is the first step.
  • Training the trainers is the second step.
  • Training the end-users is the third step.

T7.2 deals wit first two steps and supports T6.2 and 6.3 with the third step. Input for this task are specific elements of the BP which will be implemented in each specific transferring country/region, delivered in Task 6.1. WP7 will provide knowledge transfer for planning and providing training programmes; these will include educational objectives, methods, tools, topics, identified trainers, draft schedule and all other resources needed. We expect multidisciplinary teams to be engaged in implementing best practices, thus training programmes need to respond also to issues of multiand interdisciplinarity in teamwork. BP Owners will contribute to train the trainers in transferring countries/regions, based on best practice or elements of best practices selected through workshops and mentoring (in collaboration with WP6). Training programmes are country/region specific and are adapted to the environment of transferring organisation. Training programmes for end users (i.e. professionals at adopters’ places) shall be implemented and provided at adopters’ places under T6.2 and 6.3 in WP6.

T7.3 Management capacities in transferring organisations (NIJZ, All other competent authorities, implementing organisations) (M10-M34)

For sustainable provision of preventive and curative programmes in primary health care, such as best practices in CIRCEJA, a permanent management structure is needed. Tasks of management structure are: organising and providing training activities, monitoring training processes and assessing competencies of staff, collecting data, assessing and evaluating clinical processes and outcomes, advocacy and collaboration with policy makers. This task will facilitate and support transferring organisations to to develop and implement management of best practices in primary care (in collaboration with T4.2), through Policy Dialogue (T6.2).
