Work Package WP6 - Transferring process and Pilot implementation

Objectives:

WP6 focus on supporting the transferring process and the implementation of the BP in the different implementing sites.

  1. Initiate and develop the transferring process, based on the selection of specific elements of the BP, defining a specific plan for each pilot implementation.
  2. Support actions to facilitate the implementation of pilots, following the defined implementing plans.
  3. Collect experiences to support implementation assessment.

Description:

T6.1 Initial implementation plan: Identification, definition and selection of the specific interventions to be implemented by each pilot site (SAS, FPS, implementing sites) (M4-M14)

This task focuses on the initial activities to successfully implement the BP. Each pilot site will identify the selection of the specific elements of the BP to be implemented in each of them. To better identify the characteristics of the BP selected by each pilot site, specific workshops will be organised by SAS following the analysis performed in WP4. All pilot implementers will design an initial implementation plan with the initial selection of elements and actors involved to implement, which will address their needs that had been identified in WP5. Specific initial implementation plans will be issued by all implementing sites (D6.1).

T6.2 Transferring process support (SAS, FPS, ACIS, All partners) (M10-M24)

Following the definition of the initial implementation plans, several activities to better support the transferring process will be put in place, following the methodology defined in WP5. The support for the transferring process will include:

  1. Study visits to the BP: the six BP will be the subject of specific study visits that will be organised to facilitate implementing sites a deeper knowledge on specific aspects of each one of them. During the study visits, a specific session will be dedicated to explaining the transferring methodology defined.
  2. Secondments: selected teams from the implementing sites will have the opportunity to spend a short stay at the BP sites, to acquire a deeper understanding of the day-to-day development of the BP. The number of secondments will be adjusted according to the pandemic situation and availability both from the BP and implementing side participants.
  3. Workshops: The implementation process will incoporate training programmes for end users to support implementers in the process of implementation, in collaboration with WP7.
  4. Mentoring support from BP to pilot site: access to experts on BP for support and advice.
  5. Policy Dialogue: a specific meeting addressing context and policy oriented issues, to be held in the Committee of the Regions, in collaboration with WP2, WP4 and WP7.

Implementing sites will update their initial implementation plan and adapt it to the current situation in each case, considering the characteristics to implement and the expected situation after the transferring process. It will consider aspects such as cultural barriers, healthcare systems characteristics, resources and actors involved, and other aspects identified in WP5 implementation methodology. The CT will be in charge of operational support for the transferring activities.

T6.3 Implementation and validation (SAS, FPS, Implementers) (M13-M36)

According to each implementing site implementation plan, interventions and actions in each of them will be developed.
Implementation site teams will:

  1. Define specific objectives;
  2. Identify concrete activities for the implementation;
  3. Select KPI;
  4. Report progress and results;
  5. Support sustainability of the implementation

Interventions and actions will be reviewed by the CT, and analysed to extract commonalities and feed WP4. Implementing sites will develop the implementation plan and include a more detailed description of the activities, defining specific actors and institutions involved (who), roles and functions (what), timeline (when) and place (where). Specific activities will follow the plan and will contribute to its sustainability beyond the duration of the JA.

At the beginning of the implementation (M13-M18), specific follow-up will be organised, including study visits to implementing sites. This will help implementers to better understand the local process, to highlight the transferring/implementation process at local level, to initiate the validation of the implementation (in coordination with WP3) and to contribute to the sustainability of the implementation (in coordination with WP4 and training session for end user with WP7). All workshops will be described in the corresponding report.

 

Training programmes for end users (i.e. professionals at adopters’ places) will be provided at adopters’ places during this phase. The training programme will be implemented through online and face to face sessions using the materials developed by Task 7.2. Close follow-up of each implementing site will be carried out by the coordination team. At the end of the implementation period, a validation of the situation in the implementing sites will be carried out in coordination with WP3. Support will be provided to implementing sites for the drafting of the report. The overall experience will be shared at the last annual Consortium meeting, when all implementing sites will report on their experiences and learning process.
