Work Package WP3 - Evaluation

Objectives:

The key aim of this WP3 is to assess if the project is being implemented as planned and reaches the objectives and to evaluate to what extent its implementation has been successful.

  1. To define the procedures and the methods that the consortium will use in order to assess the progress implementation of the JA and its outcomes in a concrete formative and summative assessment approach.
  2. To explore JA impact on the European setting and formulate the lessons learnt.

Description:

T3.1 Definition of the processes and methodology of the formative and summative assessment of the project implementation (7HRC, UBB) (M1-M6)

Quantitative and qualitative methodology and process indicators will be set after discussed in an expert consensus panel with CIRCE WP Leaders and a number of the European experts. Specific indicators to assess the outcomes and impact of the action and how implementing sites are strengthening their PHC will be defined WP3 (D.3.1) and included in the evaluation reports (D 3.4 and possibly D 3.5). Besides a list of procedures and indicators will be delivered for the monitoring and evaluation of the JA (indicators in section 1.2 of Part B.

T3.2 Evaluation of project progress and outcomes by quality assessment of the JA’s implementation (A focus on formative assessment- JA monitoring) (7HRC, UBB) (M6-36)

The proposed methods for the formative assessment approach for the JA progress would be used in each implementation site and the data from qualitative studies would be analysed by the leaders of this WP. In addition, the level of satisfaction that it will address both, primary health care practitioners and the recipients of the action, including patients and stakeholders would be assessed. A survey based on a questionnaire with qualitative and quantitative variables and focus groups with the use of participatory and learning actions methodology would be implemented to that purpose.

T3.3 Evaluation of project outcomes by quality assessment of the project’s implementation (A focus on summative assessment) (7HRC, UBB) (M6-36)

The proposed methods for the summative assessment (project’s outcomes) would be used in each implementation site and the data from the quantitative analysis would be analysed by the leaders of this WP.

T3.4 Assess the impact of the project implementation and explore the lessons learnt for EU-wide transformation (7HRC, UBB) (M25-36)

An expert consensus panel will be carried-out by the 7HRC in collaboration with UBB. Experts from all participating in the project countries, the members of the project consortium and representatives from selected European stakeholders will be invited.
